Sea action plan 2021-2030 approved

The National Strategy for the Sea (ENM) 2021-2030 is a public policy instrument for the Sea that presents the country's vision, objectives, areas of intervention and goals for the period 2021-2030, regarding the ocean development model. The ENM2030 foresees an Action Plan with around 185 measures and actions distributed over 10 strategic objectives: combat climate change and pollution and restore ecosystems; foster employment and the circular and sustainable blue economy; decarbonise the economy and promote renewable energy and energy autonomy; focus on ensuring sustainability and food security; facilitate access to drinking water; promote health and well-being; increase education, training, culture and Ocean literacy; encourage reindustrialisation and productive capacity and digitise the Ocean; and ensure security, sovereignty, cooperation and governance.

The guiding principles of the ENM 2021-2030 are aligned with the United Nations Agenda 2030, the European Ecological Pact, the European Union's Integrated Maritime Policy, the Common Fisheries Policy, and the recent Biodiversity Strategy 2030, the Meadow to Plate Strategy and the Starfish Mission 2030: Reclaiming our Ocean and Waters, presented by the European Commission. This international alignment of the NMS 2021-2030 ensures not only national continuity with major global trends, but will also allow for greater alignment of policies, financial instruments and economic developments between Portugal, the European Union and major international markets.
