Salary compensation fund for fishermen - fishing with vessels

The application must be submitted within a maximum period of 12 months from the date on which it is impossible to carry out fishing for:

  • Adverse weather conditions / bad sea conditions (Proven by the Maritime Authority);
  • Interdiction for reasons of preservation or management of resources;
  • Interdiction for reasons of public health or environmental protection;
  • Impossibility of the work dictated by conditions resulting from the migratory nature of the species.
  • Shipowners and fishermen, registered seafarers, holders of a valid maritime certificate, exercising their activity on an exclusive basis on board a licensed fishing vessel for ocean waters, inland maritime waters or non-maritime inland waters, which is temporarily immobilized in the context of situations inactivity provided for in the Fund;
  • Workers who, on an exclusive basis, carry out onshore an activity linked to the immobilized vessel in the context of inactivity situations provided for in the Fund.

The application form is available at "Execute Service", and must be delivered to the Direção-Geral de Recursos Naturais, Segurança e Serviços Marítimos (DGRM), by hand, via CTT or by email to: mail.df@dgrm.mm.gov.pt.

  • Declaration of consent to DGRM, NIF 600084973, of access to the website of the Tax and Customs Authority for consultation of the tax situation and to the website of the Institute of Informatics and Statistics of Social Security, I.P, for consultation of the contributory situation.

or

  • Updated statement proving the situation to be regularized before the Tax and Customs Authority;
  • Updated statement proving the situation regularized before Social Security;
  • Extract of remunerations and or equivalences registered in the applicant's name with Social Security, valid for the year (s) in which the stop occurs;
  • Crew List updated for the stoppage period, including boarding and disembarking, and certified by the Maritime Authority on the application date;

or

  • Declaration issued by the Maritime Authority attesting that the applicant (fisherman) was part of the vessel's crew during the period of immobilization of the vessel, which must contain all the identification elements contained in the Crew List, including shipments and landings related to the applicant ;
  • Photocopy of the IRS Declaration referring to the year of the stoppage or in the absence of this document, the last Declaration delivered;
  • Individual employment contract (except shipowners);
  • Document proving the IBAN of the account to which the amount of support to be allocated will be transferred.

Decree-Law No. 311/99, of 10 August, in the version republished by Decree-Law No. 61/2014, of 23 April, combined with Decree-Law No. 52/2017, of 26 May.

Order No. 10051/2018, of 29 October, exceptionally foresees for 2018 the extension, up to a maximum of 90 days, of the period of payment of wage compensation, for applications whose vessels prove periods of impossibility to exercise their higher activity to 60 days during 2018, due to adverse natural conditions that led to a lack of safety in the bar or at sea.
