Fisheries wage compensation fund - COVID-19

The application is submitted within a maximum period of 90 days from the date on which the following requirements are met:

  • Prevention of the exercise of work, due to a record of loss of fish value equal to or greater than 40% compared to the same period of one of the previous two years; or
  • Difficulty in recruiting crews due to prophylactic isolation resulting from the COVID -19 disease pandemic.

Note: The support to be granted in the context of an epidemiological crisis is limited to a maximum of 60 days per year, without prejudice to the compensation days that same year may be supported for other reasons under the terms of Decree-Law no. 311 / 99, of August 10, in its current wording.

The application is only eligible if the impediment occurs later than March 18, 2020.

  • Small fishing professionals who are stopped due to immobilization of the vessel to which they are attached, provided that the vessel has an overall length of less than 12 m, and does not have towed gear;
  • Nurseries and individual holders of aquaculture licenses provided they have a production declaration in one of the last two years;
  • Fishermen licensed for clear fishing and catchers, provided they hold a valid license, when exercising the activity on an exclusive basis.

In any of the previous situations, as provided for in article 3 of Decree-Law no. 20-B/2020, of 6 May, the compensation to which they apply is not cumulative with any other financial support for the same purpose, namely of PO MAR2020, as well as with any income substitutive provision or training allowance.

The order is made online using the Application Form and the Declaration of Commitment of Honor available on the website of the Direção-Geral de Recursos Naturais, Segurança e Serviços Marítimos (DGRM) in “Execute Service”, and should be sent exclusively by email to: mail.df@dgrm.mm.gov.pt

The form must be submitted with one of annexes I, II or III, depending on the type of applicant and with annex IV, duly completed and signed by the applicant and employer.

Common to all situations

  • Application Form and Declaration of Commitment of Honor (download "Execute Service") (mandatory documents to initiate the process)
  • IBAN supporting document
  • Declaration of consent to access the sites (Tax and Customs Authority and the Institute of Informatics and Statistics of Social Security, I.P.), or Updated declarations of the tax situation and the contributory situation
  • Photocopy of the IRS declaration for the period of the stop or last declaration delivered (optional for fishermen)
  • Extract of remunerations and / or equivalences registered in your name with social security valid for the period in which the stop occurs.

To shipowners, marine animal catchers, fishermen on foot and nursery

  • Proof of registration in the fishing activity (group 031 of the CAE) or in aquaculture (group 03210 of the CAE).

Exclusive to fishing professionals working on vessels

  • Crew List and annexes to the list updated for the stopping period, including boarding and disembarking, certified by the Maritime Authority at the date of the application or Declaration issued by the Maritime Authority attesting that the applicant was part of the vessel's crew during the period of detention of the same, where all the identification elements contained in the Crew List and annexes must be included, including shipments and landings related to the applicant (applicable to professionals who carry out their activity on board the immobilized vessel)
  • Medical certificate or equivalent document attesting the Temporary Disability to work in the period of stoppage of the crew or individual applicants, when applicable.
