Authorization for the first sale of fresh fish outside the auction can only be granted in places where there are no DOCAPESCA, Portos e Lotas, SA establishments and only fish products that do not exceed 30 kg per buyer and that are not then placed on the market, but used only for private consumption, being mandatory:
- Weigh and declare all fish caught and sold, in a model declaration approved by DGRM;
- Submit or send, by fax or electronically, within 48 hours after the first sale, a copy of the duplicates of the sales notes, in a model approved by DGRM;
- Proceed by the 15th of the month following the delivery of the original duplicates of the sales notes, when it has not been delivered within the following 48 hours;
- Pay by the 15th of the following month the amounts referring to the discounts on social security contributions, value added tax (VAT) and the registration fee;
The request for authorization may be requested by shipowners of vessels licensed with Arte-Xávega, which have a duly declared fishing activity.

- Tax identification (natural persons) or permanent certificate or consultation code (legal persons);
- Updated proof of registration with the Tax and Customs Authority to carry out fishing activities (group 031 of the CAE);
- Updated proof of registration in the fishing activity, with Social Security.
