International Fishing - Fishing Authorization Request SFPA

The request must be made to apply for a fishing authorization to operate in third-country waters inside the framework of an SFPA.

The ship owner and the legal representative of the vessel may request a fishing authorization to operate in third-country waters inside the framework of an SFPA.

Applications are submitted via onlineDesk - Balcão Eletrónico do Mar (BMar):

1. Open www.bmar.pt, please register and log in;

3. Fill the forms;
4. Upload attachments;
5. Check your request summary and submit the application.

SFPA CABO VERDE
 (a) the name and address of the vessel's local agent, where there is one; 
(b) a recent colour photograph of the vessel, showing a lateral view and at least 15 cm × 10 cm in size; 
(c) any other document specifically required under the Agreement.
*As regards renewal of a fishing authorisation under the Protocol in force for a vessel whose technical specifications have not been modified, the renewal application need only be accompanied by proof of payment of the fee and flat- rate contribution towards the costs relating to the observer.
SFPA COSTA DO MARFIM
— proof of payment of the flat-rate advance for the period of validity of the licence; 
— the seaworthiness certificate of the vessel;
— the vessel insurance certificate; — a recent colour photograph of the vessel (side view), indicating clearly the name of the vessel and its registration number; 
— an illustration and a detailed description of the fishing gear used. 
*For the renewal of a licence under this Protocol for a vessel whose technical specifications have not been modified, the renewal application shall be accompanied only by proof of payment of the fee.
SFPA GUINÉ BISSAU
 (a) proof of payment of the flat-rate fee for the requested period of validity of the fishing authorisation; 
(b) the name and address of any local agent for the vessel; 
(c) for trawlers, proof of prepayment of the flat-rate contribution to the costs of the observer; (d) for trawlers, certification of the vessel's tonnage, issued by the flag State. 
*For renewal of a fishing authorisation under this Protocol for a vessel whose technical specifications have not been modified, the renewal application shall only be accompanied by proof of payment of the fee and, where applicable, the flat-rate contribution to the costs of the observer.
SFPA MARROCOS
 (a) a copy of the tonnage certificate, duly certified by the flag State; 
(b) a recent digital colour photograph, with a minimum graphic resolution of 1 400 × 1 050 pixels, authenticated according to the procedures in force in the flag State, showing a lateral view of the Union vessel in its current state with the letters and registration numbers clearly visible. The photograph shall be at least 15 cm by 10 cm in size; 
(c) proof of payment of the annual fees for the fishing licence as defined by the applicable legislation and of fees and observer expenses as set out in Section E; 
(d) any other documents or certificates required under the specific provisions applicable to the type of Union vessel concerned pursuant to this Protocol. 

*Where a fishing licence is renewed year after year pursuant to this Protocol in respect of a Union vessel whose technical characteristics have not changed, the renewal application shall only be accompanied by proof of payment of the fishing licence fees, other fees and the observers' expenses.
SFPA MAURICIA
 (a) the proof of payment of the advance payment fee for the period of validity of the fishing authorisation requested, which is non-refundable; 
(b) the name, address and contact details of: 
— the owner of the fishing vessel; 
— the owner's agent for the fishing vessel, if appropriate; and 
— the operator of the fishing vessel;
 (c) a recent digital colour photograph of the vessel, showing a detailed lateral view of the vessel with the vessel's name and identification number clearly visible on the hull;
 (d) the certificate of registry of the vessel; and 
(e) the contact details of the fishing vessel (fax, email, etc). 
*For renewal of a fishing authorisation under this Protocol in force for a vessel whose technical specifications have not been modified, the renewal application shall only be accompanied by proof of payment of the fee.
SFPA MAURITANIA
 (a) a copy, certified by the flag State, of the international tonnage certificate specifying the tonnage of the vessel in GT as certified by recognised international bodies; 
(b) a recent (less than one year old) colour photograph certified by the competent authorities of the flag State showing a side view of the vessel in its current state, in which the name of the vessel appears and, where appropriate, the vessel's international radio call sign. If sent in electronic format, the photograph must have a minimum resolution of 72 dpi (1 400 × 1 050 pixels). If sent in paper format, it must have a minimum size of 15 × 10 cm;
 (c) the documents required for inclusion in the Mauritanian National Ship Register. Such inclusion shall not entail any registration fee. The inspection provided for in connection with inclusion in the National Ship Register is of a purely administrative nature.
 * Any alteration to the tonnage of a vessel shall oblige the shipowner concerned to submit a copy, certified by the flag State, of the new GT tonnage certificate and any relevant supporting documents, in particular the copy of the application lodged by the shipowner with the competent authorities, the agreement of those authorities and the details of the changes made. Where the structure or external appearance of the vessel is changed, a new photograph certified by the competent authorities of the flag State must also be submitted.
SFPA SEICHELES
 (a) proof of payment of the advance fee for the period of validity of the fishing authorisation; (b) a recent digital colour photograph of the vessel of adequate resolution showing a detailed lateral view of the vessel including the vessel's name and identification number visible on the hull; 
(c) any other documents or certificates required under the laws of Seychelles.
SFPA SENEGAL
— proof of payment of the flat?rate advance set out in the technical sheet in Appendix 2 or 3 according to the category concerned; 
- a colour photograph of the vessel, taken from the side. 
* Under this Protocol, any application to renew a fishing authorisation for a vessel whose technical specifications have not been modified shall be accompanied only by proof of payment of the flat?rate advance.
SFPA SÃO TOMÉ e PRÍNCIPE 
 (a) proof of payment of the flat-rate advance and the flat-rate contributions for observers for the period of validity of the authorisation; 
(b) a recent colour photograph of the vessel, showing a lateral view; 
(c) a copy of the registration certificate of the vessel; 
(d) where appropriate, any other document required under the national provisions applicable to the type of vessel, as notified by São Tomé and Príncipe in the Joint Committee.
*The application for a fishing authorisation may include a notification of the intention to partially remove shark fins on board the vessel and to perform other operations on board, such as gutting.
When the applicant has an employment relationship with the applicant company:
Statement signed by the Head of the Company authorizing the employee to perform applications on behalf of the company.

When the applicant has an employment relationship with the applicant company:
Statement signed by the Head of the Company authorizing the employee to perform applications on behalf of the company.

Additionally, if acting on behalf of a third-party:
Statement authorizing the third-party to act on their behalf.
Each statements shall have clearly indicated the validity period for which the person is authorized to act on its behalf. The period shall not exceed 2 years.
