Building a vessel

Construction of a vessel or any other type of floating material

This information is addressed to all persons, individual or collective, shipowners of commercial and fishing navies, owners of recreational vessels, who intend to build a vessel or other floating material

1. Vessel construction project

The construction of a vessel is associated with a construction contract, which is governed by the clauses of the respective contractual instrument, as described in article 12 and following of Decree-Law no. 201/98, of 10 July.

Under the terms defined by article 16 of the aforementioned Decree-Law no. 201/98, during construction the construction is the property of the builder, with the exception of materials supplied by the developer (the vessel to be built).

All correspondence regarding the construction project will be carried out between DGRM and the construction shipyard, and the Captaincy will be informed where the future vessel or floating material will register, the owner of the work, the DGRM delegations in the area of ??the construction shipyard and, in the in the case of fishing vessels, to the DGRM Fleet Division.

The design elements to be approved by DGRM through the DNC (New Construction Division) for the construction of a vessel or any other type of floating material must describe in detail the vessel or other floating material, also serving to assess its safety conditions. in light of current European, national and/or international regulations adopted by Portugal.

The presentation of the design elements for the instruction of a “safety process” of the vessel is presented by the builder, on behalf of the owner of the work (the vessel to be built), and must deliver the following documents:

a) Commercial, Tugboat, Auxiliary and Recreational Vessels:

Request for Services is available under "Execute Service" and which must include:

- Name, Address, Contacts and Tax Identification of the Builder;

- Name, Address, Contacts and Tax Identification of the Shipowner (owner of the construction).

The process will be instructed and organized as described in point 2 “Organization of the Process”.

b) Fishing Vessels:

The instruction of a process of construction of a fishing vessel is only possible if it is authorized by the Fleet Division (DF) of DGRM. For more information consult "Frota".

The presentation of the design elements for the instruction of a “security process” of the vessel is presented by the builder, on behalf of the owner of the work (the vessel to be built), and must deliver the following documents:

- Name, Address, Contacts and Tax Identification of the Builder;

- Name, Address, Contacts and Tax Identification of the Shipowner (owner of the construction);

- Letter from the Fleet Division authorizing the construction of the vessel.

The process will be instructed and organized as described in point 2 “Organization of the Process”.

 

2. Process Organization

The process must include a list with the name of the technical documents presented.

The process must be instructed with all the documents necessary for its analysis. Incomplete processes will not be accepted and instructed. For more information, see “What documentation do I need?”.

For each technical document, two copies must be provided, one of which will be deposited in the DGRM archives and the other will be returned to the requesting entity.

The drawings must be legible, properly folded, perfectly identified, captioned and quoted, and written in Portuguese. Drawings composed of collages, or plans that are distorted due to their reproduction will not be accepted.

A sheet may contain more than one of the plans identified in the annexes, provided that: it does not impair the legibility of the drawings, does not influence the choice of the appropriate scale, and the names of the documents are written in the legend. The same treatment can be given to the calculation notebooks.

Technical documents for constructions to be carried out abroad may be presented in English, French or Spanish. However, the general arrangement, the security plan and the stability booklet must be translated into Portuguese.

All drawings that fully represent the vessel, in at least one of the orthogonal planes, must inscribe the main dimensions in space above the legend.

The paper dimensions must conform to one of the following drawing formats:

The legend must be drawn in the lower right corner of the drawing, and must contain the following elements:

a) Identification of the vessel;

b) Designation of technical drawings;

c) Identification of those responsible for the execution of the design;

d) Name(s) of the vessel's owner(s);

e) General information regarding the characteristics of the design (scales, dates, etc.);

f) Reference to changes that may be introduced in the drawing.

The folding of the drawings must obey the following rules: when folded, have the dimensions of A4 format (210 x 297); the caption to be on the frontispiece of the folded drawing.

The choice of line thickness and type should take into account several factors, such as: drawing in view, in section or with invisible parts.

Some types of strokes are: continuous stroke, broken stroke, dot-dash and long stroke alternated with short stroke, all of which can use different stroke weights.

The dimensioning of the drawings must comply with Portuguese regulations on this matter.

The scale must be inscribed in its own place in the legend, and if there is more than one scale, the main one will be indicated with larger characters.

The choice of drawing scale should take into account the main dimensions of the vessel, the size of the paper and the purpose for which it is intended, in order to provide a clear reading of these.

By way of example, the most suitable scales for the drawings are indicated below, depending on the length outside to outside. (Cff / LOA):

The system of units to be used must be the International System (SI), with its decimal multiples and submultiples, identified by their symbols. The use of the SI includes, in addition to the fundamental units, their supplementaries and derivatives.

The process must be instructed with all the documents necessary for its analysis, and there must be a list with the name of the technical documents presented.

Incomplete processes will not be accepted and instructed.

The rate table in force defines different values for the different types of vessels. The appointment of the inspections to be carried out is carried out during the procedural analysis.

Upon completion of a technical construction process, the following documents will be issued to commercial vessels, tugs and auxiliaries:

- Declaration for the purpose of registration in accordance with article 7 of Decree-Law no. 150/88, of 15 April;

- Tonnage Certificate.

Fishing vessels will be issued:

- Declaration for Registration;

- Tonnage Certificate.

For pleasure boats:

- Information for the purpose of registering a recreational vessel, in the case of Type 1, 2 or 3 vessels;

- Declaration for Registration, in the case of Type 4 or 5 vessels.

After the registration of the vessels, the owners/shipowners, or their legal representatives, must request the issuance of all other certificates that the vessels must have.
