The CCAMLR (Commission for the Conservation of Antarctic Marine Living Resources) was established through an international Convention in 1982, and entered into force on April 7 of the same year. Its mission is the protection and conservation of marine biological resources in the Antarctic region, and emerged as a response to the growing interest in the commercial exploitation of the Antarctic krill, a cornerstone of the ecosystem in the region. CCAMLR's work is based on an ecosystem approach, ensuring that extractive practices of living resources, such as fishing, are carried out in a sustainable and responsible manner, causing minimal impacts on the ecosystem.
CCAMLR counts with 26 members, adding further ten States that, despite not being members of the Commission, have agreed to adhere to it (also known as Aceeding States). Conservation and management measures are adopted on the basis of the best available scientific advice. Unlike Portugal, the European Union is a member of the CCAMLR, and the national long-distance fishing fleet does not operate in the area regulated by this RFMO.
In terms of institutional architecture, the decision-making or deliberative body is the Commission, supported by a Scientific Committee and a Secretariat, the latter is based in Hobart, Tasmania.
Research, monitoring programs and conservation and management measures adopted by CCAMLR are instrumental and act as fundamental elements for the conservation of ecosystems in Antarctica.
